Python is now regarded as one of the most popular programming languages of all, if not the most popular. This is especially true for GIS-related requirements, with Python being front and central when it comes to making the most of the ArcGIS technology suite. This workshop will provide an introduction to Python programming without reference to GIS topics, but with an emphasis on preparing attendees for further learning with respect to GIS scripting and development.

For anyone interested in attending the associated workshop, "Introduction to ArcGIS Pro Python Tools and Processes Development," this introductory workshop is a prerequisite requirement, while the workshop may also be helpful for anyone wishing to use Python for any purpose.

Three topics will be covered in the workshop:
  1. Getting started with Python
  2. The use of JetBrains PyCharm Community Edition, a rich, powerful, and free Integrated Development Environment (IDE)
  3. Python fundamentals, including functions, classes and objects, and error handling

Intended Audience: Anyone wishing to learn the fundamentals of Python programming, especially in support of ArcGIS-related requirements.

Prerequisite Requirements: There are no prerequisite requirements. It will be assumed that attendees have little experience with Python and are essentially starting from scratch.

Associated Workshop
Completion of this workshop is required for anyone wishing to attend the associated "Introduction to ArcGIS Pro Python Tools and Processes Development" workshop. An exception to this requirement will be made if the instructor is satisfied that your level of Python experience is such that attending the introductory workshop is not necessary. If required, please contact the instructor to request a waiver.

Format and Technical Requirements
The workshop will consist of a balance between lecture material and demonstrations. Attendees must bring their own laptop and instructions for setting up the required software will be provided prior to the workshop.

Cost: $165 if registered for the full conference.

Arcade is a response to a common problem. How do you display data when there is no column in the schema containing that data? Up until now, if the map layer you are working with did not have exactly the right attribute data you need, you had two choices: alter the underlying data or bring in the services of an application developer.

ArcGIS Arcade is an expression language with a simple scripting syntax that enables you to manipulate your existing data to generate new information based on it. While this sort of functionality has always been available in certain Esri products – most notably ArcGIS Desktop – the aim behind Arcade is to make it available everywhere in the ArcGIS platform, and for it to work identically in all environments.

You can almost think of Arcade as “Excel for ArcGIS”. In much the same way as Excel lets you write formula to work with spreadsheet data, Arcade lets you do the same with map data. In the initial release of Arcade, you can create and reference geometries. In future releases, other geometry functions may be added allowing you to calculate areas and lengths and perform simple overlay operations in more complex expressions.

ArcGIS Pro is a powerful GIS desktop application in which great things can be accomplished using the out-of-the-box user interface options. Users can accomplish significantly more, however, and make the most of their ArcGIS investment, by using Python to perform GIS operations and streamline workflows. For this reason, Python experience is almost always a key consideration in GIS-related hiring decisions.
This workshop focuses on extending the capabilities of ArcGIS Pro via standalone scripts and tools that can operate within ArcGIS Pro or externally.

Three topics will be covered:
  1. An overview of using Python with ArcGIS Pro
  2. Developing and running Python scripts

In addition to working with your own data, the library enables access to ready to use maps and curated geographic data from Esri and other authoritative sources. Today, natural and man-made disasters are becoming more complex, costly, and frequent. First responders and emergency managers are relying more and more on geospatial technology to prepare for, respond to, and recover from these disasters. There is a pressing need for cross-training on the non-technical disciplines GIS staff is being asked to support. Specifically, public safety (emergency management, police and fire services) and the rigid work flows which accompany their daily duties, often prove foreign to those unfamiliar with these activities.

To accommodate their needs in a time-sensitive situation, our experience is that the key is to arm the GIS professional with enough knowledge of emergency management and first responder activities, so they can effectively discern the needs of the incident commander and quickly produce the spatial document(s) which best support decision making in an emergency.

This workshop is divided into three parts:
  • First, a brief overview of the Incident Command structure and the National Incident Management System which provide the framework under which public safety and homeland security operations occur.
  • We will introduce the Geospatial Concept of Operations and the integration of geospatial technology across the mission areas (Protection, Prevention, Mitigation, Response and Recovery).  Throughout we will show common situations at the local level specific to each discipline and showcase studies/examples of how GIS is used to support each.  
  • We will also discuss relevant data sets to public safety, resources and emerging technologies, and suggestions for the integration of GIS into their organization’s disaster preparedness planning.
Learning Objectives:
  • Understand the roles of emergency management and the first responder disciplines and how they differ.
  • Communicate a basic understanding of the federal level emergency response structure and updates to the National Response Framework to focus on the Community Lifelines Construct.
  • Learn best practices for supporting operators and decision-makers, coordinating at a regional level, and communicating critical information to the public.

The purpose of this workshop is to help attendees get started with Version 4.x of the ArcGIS API for JavaScript. The workshop will cover four topics:
  1. Core JavaScript principles pertinent to the API
  2. Use of Visual Studio Code, a rich, powerful, and free Integrated Development Environment (IDE)
  3. Debugging code
  4. Basic use of ESLint, an analysis tool for finding and fixing problems in JavaScript code. 

Attendees will apply what they've learned and evolve their programming skills by working through a series of application examples, each of which will demonstrate core capabilities of the API.

Intended Audience: GIS professionals familiar with basic JavaScript programming and wishing to develop applications using Version 4.x of the ArcGIS API for JavaScript.

Prerequisite Requirement: Attendees must have experience using JavaScript for simple web application (i.e., page) development. Experience with Version 3.x of the ArcGIS API for JavaScript will be helpful, but not strictly required. Please contact the instructor if you would like to attend the workshop, but have any concerns about the prerequisite requirements.

Format and Technical Requirements: The workshop will consist of a balance between lecture material and demonstrations. Attendees must bring their own laptop and instructions for setting up the required software will be provided prior to the workshop.

Free and open source software (FOSS) has been offering choices to computer users for a number of years. This workshop offers a quick dip into open source, focusing on the use of a common suite of GIS open source software. Both technical and management discussions of open source development will be accompanied by a series of exercises that start with freshly installed software and progresses through creating a spatial database for use by a work group, along with examples of data analysis and web publication.

Participants are invited to bring their own laptops and follow along with the step-by-step instructions. The workshop ends with an overview of a wide variety of open source software packages that can extend the capabilities explored in the exercises.

  • Using QGIS
  • Using PostgreSQL/PostGIS
  • Reading from web services
  • Publishing data as web services
  • Creating a web map in GeoServer

Social vulnerability to hazards is increasingly characterized by index values accessible via web-based, geospatially-driven tools. Such tools offer different interpretations of vulnerability due to differences in purpose, methodology and data. This workshop summarizes the considerations associated with creating a social index and explores a variety of publicly available social index tools.

Participants will learn when and how these tools are best applied for improving the resilience of their community to disasters. Although we live in a digital age, sometimes we still need to print hard copy maps. For maps we take into the field smaller is often easier to handle. However, the smaller the map, the harder it is to see the detail we may require. This is where map books come in handy. They allow us to print maps covering larger areas at our desired scale by breaking the area up into individual sheets, which form the pages of the book. In ArcGIS Pro, we call this functionality a Map Series.

In this class, we will explore map series functionality in ArcGIS Pro. You will learn what it is and how to configure it. You will also learn how index layers function, the variety of index layer types, and how to create them. Next, we examine the use of Dynamic Text with a map series. You will also look at how you can print and export your series. Finally, you will learn how to use Python to automate

Welcome to URISA's 60th Anniversary Conference!
We are so pleased to co-host this milestone event with the Northwest GIS User Group and the Northern Rockies Chapter of URISA. Our conference co-chairs: Randal Krejcarek (URISA), Eric Wing (NWGIS), and Kara Utter (NRURISA) will discuss some of the highlights ahead and not-to-miss events taking place in Boise.

Mayor Lauren McLean, the first elected female Mayor in the City of Boise's 150-year history will welcome attendees from across the globe.

We'll hear from Brent Jones (President of URISA), recognize distinguished guests, and also hear from our main conference sponsors.

Z-axis and Indoor Maps, the Intersection of Location for Public Safety
Indoor maps and location accuracy are important parts of the public safety ecosystem as we expand the need for information to assist first responders in understanding where they are.  The major cellular carriers are now providing not only X and Y location information, but also Z-axis data.  The Z-axis information provided on the DataStream comes into the Emergency Communications Center (ECC) as a Height Above Ellipsoid (HAE) or Uncompensated Barometric Pressure (UBP).  Unfortunately, this information coming in is content without context.  Understanding the relationship of what the HAE is, and the translation from height above terrain or floor in an indoor map will be explored.

Taking Climate Action and Achieving a Carbon Neutral Future
Learn how you can support taking climate action to advance a carbon neutral future in this exciting session featuring experts working on climate change at local, regional, national, and even a global scale. It is estimated that nature based solutions like protecting or restoring ecosystems and creating parks and open spaces that provide health and climate resilience benefits, can provide a third of the mitigation benefits needed to meet carbon reduction goals. This session will include: Keynote Presenter, Breece Robertson, One Tree Planted, to discuss nature based solution initiatives to support climate action and Teresa Townsend, Past URISA President, to highlight URISA's Climate Change and Climate Equity Working Group's support of related UN Sustainable Development Goals and applications of climate data and geospatial tools and technologies. The presenters will share information on initiatives related to protecting 30% of lands and seas by 2030 and 50% by 2050 through conservation and restoration practices. Data, tools and approaches are available at all scales from local to national, yet it’s hard to keep track of all that is available.   • Paella, community, and entertainment! Numbering about 16,000, Boise's Basque community is one of the largest such communities in the United States. Boise area Basques are very proud of their unique heritage like all other Basque communities, but the Boise and Treasure Valley Basques have a unique area to call their own - The Basque Block! Conveniently located across the street from the Grove Hotel and the Boise Centre, join us for an evening celebrating the Basque culture.
  • Explore the Basque Block Enjoy light Pintxos (the Basque word for tapas) and visit the bar for a Basque Wine, Beer or Frozen White Wine Sangria while exploring the Basque Block. (You'll get a drink ticket and then it will turn over to a cash bar.)  Breathe in the smell of the giant paellas being prepared and maybe even take a tour of The Basque Museum and Cultural Center. 
  • Oinkari Basque Dancers: Watch, and maybe even join, the whirl of flying feet, snapping fingers, ancient music, and shouts of exhortation.  Oinkaris (translates to fast feet) will provide a thrilling combination of precision and enthusiasm.
  • Paella Dinner: You have had the chance to watch the creation of the beautiful paellas and have been tempted long enough with the delicious smells. Enjoy chicken, chorizo and seafood paella, mixed greens with Basque vinaigrette and freshly baked baguette. Vegan/Vegetarian paella will be available for those with dietary restrictions. End the evening with a sweet bite of Arroz con Leche, Chocolate Crème Pudding and cookies.
  • Restrooms and ATM available inside the Basque Center. (From the venue: We always have the best of intentions to accept cards out on the block but there always seems to be technical difficulties with the system outside. Please prepare for a cash-only bar (there is an ATM inside the Basque Center where guests are using the restrooms) and if the system works that night it is a bonus!!!!!)

Basque Country (Euskadi) is an autonomous community in northern Spain and southern France with strong cultural traditions, a celebrated cuisine and a distinct language that pre-dates the Romance languages.

Boise, Idaho has the largest concentration of Basques in the world, outside of the Basque Country itself.


Boise’s Basque Community is rich in history and culture. Many Basque immigrants came to the western U.S. in the late 1800s/early 1900s for work in agriculture and were successful in sheepherding and cattle ranching. Most Basque immigrants stayed and established themselves as businessmen, farmers, or ranchers, leading to generations of Basques working to preserve their heritage and culture through language, music, dance, food, and more. There is even an opportunity to attain a Basque studies minor at Boise State University. Boise is home to the only dedicated Basque Block, an area of downtown Boise that includes a Basque Center for rentals or events, the Basque Museum & Cultural Center, Basque restaurants and a Basque Market that serves Basque foods as well as sells products from the Basque region.
